A former jail turned regional museum

The Old Carcel Museum is the largest of the three museums that make up the National Museum of the Philippines’ Ilocos Regional Museum Complex. The building began as Vigan’s town jail in 1657, later served as the provincial jail and was adapted as a museum after the provincial government donated it to the National Museum.

Elpidio Quirino, the sixth president of the Philippines, was born here in 1890 while his father was the jail warden. Today the building places that personal history beside broader accounts of Ilocos society and resistance.

Read the Basi Revolt in sequence

A central reason to visit is the series of fourteen paintings of the 1807 Basi Revolt, attributed to Vigan artist Esteban Villanueva and collectively declared a National Cultural Treasure. Displays associated with basi, including ethnographic and botanical material, give the paintings a wider cultural setting.

The complex also includes the Padre Burgos House in Vigan and the Magsingal Museum north of the city. Confirm which buildings and galleries are open before planning your route; the name refers to a network rather than a single exhibition hall.
